To strengthen the quality and relevance of competence-based general secondary education and VET for the needs of learners and the labour market, specifically through PISA 2025 implementation and modular curricula development.

To improve the LMIS connecting skills demand and supply and informing matching policies via the establishment of the Labour Market Observatory (LMO) and national surveys.

Outcome 3: Improved Governance of the Education Sector

To improve education governance through new financing schemes, strengthened policy development, monitoring and evaluation capacity, and coordination with stakeholders.

Outcome 4: Improved Information Management Systems

To support the development and implementation of modern information management systems for education and labour market data.

Outcome 5: Increased PVET Accessibility

To support MoLME with adapting facilities of selected PVET institutions and Adult Training Centres to learners with special educational needs, including those with disabilities.

To support Tajik authorities (MoLME and MoF) in monitoring and reporting the performance of the EU TVET and Employment Budget Support Programme against established indicators.
