Executive Summary
The QESP II project continued to deliver substantial results across all six Outcomes during the reporting period January to December 2025. The project's flagship achievement was the successful implementation of Tajikistan's first full participation in the OECD Programme for International Student Assessment (PISA 2025), with 6,257 students tested across 160 schools and a 93% participation rate — significantly exceeding the international benchmark of 80%.
In the vocational education sector, 20 competency-based modular curricula were developed and formally approved, while a nationwide teacher training programme reached over 80,000 educators through integration with the Republican Institute for In-Service Teacher Training (RITTI). The Labour Market Observatory (LMO) was formally established by MoLME Decree as a state-budget-integrated department, and the Establishment Skills Survey covered 1,000 enterprises across three sectors.
Three landmark national strategies were adopted via Government Resolutions No. 516 and No. 599, including the National Crafts and Skills Strategy 2040 and the Programme for the Development of Primary and Secondary Vocational Education 2026–2029. The project also facilitated six donor coordination meetings and supported the GPE Secretariat's technical mission to Tajikistan.
The Steering Committee is requested to review and approve the activities implemented during 2025 and the planned activities for 2026, as presented in the following pages.
